Air conditioner pump running with power off

I have a 95 Avion 35' 5th wheel, the other morning, I noticed barely any air coming from the vents, so I shut off the thermostat, and the pump in the unit still continued to run. I climbed up, and looked at the unit, and it was froze. I ended up turning off the breaker to get it to stop making noise, and left it like that all day. Now when I turn on the breaker, the pump still runs even with the thermostat on off. when I do turn on the ac, it seems to be working fine, just when it kicks off, the pump stays on for a very extended time before shutting off. The pump will occasionally cycle after that, even with the thermostat in the off position.

Any help would be appreciated!
