I have a 2018 Ram 2500 short bed mega cab diesel. Can I tow this if i do exceed rear axle gawr rating?

I'm probably not going to say what you want to hear, but I'll at least tell you where you stand and then you decide what you're going to do. Your RV, when loaded the way you will eventually travel will weigh close to the 16K maximum. This will give you a pin weight approximately 3000 pounds. Your hitch will weigh approximately 200 pounds, 4 people in the cab 600 pounds, miscellaneous dogs, coolers, and BS in the cab and bed 200 pounds. Your actual cargo weight will be approximately 4000 pounds. This leaves you 600 pounds over maximum.
I'm not telling you to run this way or not to run this way. These are realistic figures, but only the CAT scale can tell you the truth.
And don't believe that old baloney story that the bikes in the garage will offset the pin weight. NOT true.
 
How do you know how much weight your vehicle can carry. Some say base it off gawr(6500lbs) others say use max payload(1609 lbs)? Hypothetically if the trailer was empty and dry, would I be in the towing range?

If I could I would go back and edit my post. I have made a serious mistake by reading the 'cargo capacity' as being for your truck, not your RV. If I had given it any thought I would have known that 3410 is double what your truck has. This RV isn't even in the ballpark of being 'in the envelope' of making weight. Max payload from the door jam on your truck is first and foremost in working up a usable number. The minute you drop that RV on your hitch you're 1000 pounds over, not considering anything or anybody, other than your hitch, the max load of your truck.
Yes, your truck will TOW the RV, but it won't HAUL it. Just way too much weight.

Sir. That rig is on the edge of 1T DRW territory. There is no way I would pull that further than around the block.
