Sealant for holding tank outlet

Greetings:
I have to replace a holding tank outlet tank adapter and there is a putty like sealant around it. What sealant should you use keeping in mind that it cannot permanently bond?

Afraid I have never seen this--this is an outlet on the black or grey tank? I believe mine are permanently (I hope) attached.

It is on the gray tank. It does have a hose clamp that goes around it to hold it in. Had it not been like that, I would be replacing the whole tank...
