When changing from 16" to 17.5" on my 07.5 MS I bought my GY "H" tires and Alcoa 17.5" wheels mounted and balanced from trailertiresandwheels.com, all US Made and never an issue!

Did you call Hi-spec wheels - lifetime warranty.
And there is a known issue with wheels getting hairline cracks in the web.

My new wheels are steel 17.5 fit dexter hub very snug cannot use center cap they do have a .05 off set running on never lube bearings hopefully I’ll be ok I heard after the fact they should have no off set. Isn’t there a little tolerance they can have

Wheels

I put steel wheels on my 2004 mobile suites they fit dexter hub snug as a bug have to use flange nuts the tourqe is 275 to 325 that seems to high to me so I will try 150 and keep checking them I did not realize the off set is .05 do you think I will be ok because I am running never lube bearings and heard the off set should be .0 is there a little forgiveness

.05 inch off set shouldn't be a problem at all.

I ran for a long time/miles with larger offset--but the NevRLubes have such a narrow race body that you will be putting some minor side thrust on them all the time. Suggest that you check the bearing integrity at 5000 miles by jacking tire off ground and checking for movement at top/bottom with a push at top/pull at bottom points, then reverse motion. If you sense movement, might need to have them replaced.

Shear springs

Had to replace shear springs very bad shape. Went to lower hole in frame for remount to get more lift and changed to 17.5 tires was sitting 17” from frame to ground in rear 20” in front

Sounds like you need a spacer between the frame and IS axles.
