If you can hear the heater "snapping" when you turn it on, your control board is probably ok. The next step is to make sure to set the gap correctly on the igniter. This is a simple operation to check with a gapping tool you can pickup from your local hardware store. Depending on the water heater model, the gap should be 3-5 mm.
