The tire is typical of G-114 GY 17.5s when the tread begins to separate from the tire body. The pic shows left/right or inside/outside shoulders, 4 grooves and 3 center ribs. This happened to 2 of 4 of my 114s at the 2.5 year mark. When you can see a distinct difference in the 'levelness' of the ribs, the tread is beginning to separate. Many times, there will be cups forming/chunks off on the edges of the ribs as the separation progresses--at some point, the tire will throw off the tread, possibly not all at once, and will flop around as the tire rotates and beat up the side metal and take out the brake lines, if they are still on the outside of the frame rails.
