When you set the heat pump at say 66 degrees and the outside temps drop to 33 degrees the furnace will come on until the outside temp rises above what ever that magic degree reading that the change over is set at.
Then the heat pump will kick back in and turn the furnace off.

This is a normal operation for a heat pump installation. The only variable that I know of is where the change over degree point is set at.
