Bob,

I'm fairly sure that you need to replace your master cylinder I think it is probably bypassing internally. I had encountered that same problem several times when I used to repair autos as a side line business.

Master cylinder replacement always seemed to take care of it. I ran a side line auto repair for about 30 years and saw that problem several times on customer cars and and a couple of times with my own vehicles.
