I just purchased a 2008 Puma 253FBS. I am picking it up Saturday but can't get a straight answer as to how high I should set my new 5th wheel. I have a 2016 Ford F-150 with a Curt A16 hitch. Any suggestions?

Not familiar with the hitch, but you should have at least 6" clearance between bed rails and fiver.

What Wingman^^^^ said. Six inches is the minimum required to prevent bed/5'ver damage if you tow through a steep dip in a driveway or the like. And if you do have to raise the level of that hitch be sure to follow the torque directions in the owner's manual.

You are asking how high to set it, so sounds like you are doing it yourself.
If so pick a height, and then take your tools with you, if it is off too much, then can readjust on site. If off by just a bit, tow it home and correct it there.
