Brakes Pulsating while parked!

After a long drive and parked with the engine running. My foot is OFF the brake peddle in the truck. The brakes on the RV start to pulse off and on as if I was stepping on and off the brake peddle. There is no noticable drag while driving.

The brake Actuator in the RV has been replaced on the recall.

I have a 2011 F350 diesel and use the Ford brake controler. I have checked into the compatability of the Ford brake controler and the controler is not the problem.
