But, as said, check straight down behind the water heater--it is down there somewhere. At 5'7" I can barely reach it with my short arms, and usually scrape my arm on one of the other valves/lines. There are also 2 other valves that are used to drain the rest of the system (low point valves) one each in the cold water and the hot water lines--they are in the same general area. You need to look hard and carefully at all the water lines and get confidence in knowing which is which, where they are coming from and going to.
You'll figure it out if you don't get too frustrated easily...
