The trailer manufacturer sets GAWRs in accordance with directions in the FMVSS. The vehicle certified GAWRs - shown in the OPs reference - are the only official ratings recognized for that vehicle.

The method used for determining vehicle certified axles is simple and goes like this. The trailer manufacturer's tongue/hitch weight, when added to the total vehicle certified GAWRs MUST not be less than the vehicle certified GVWR.

Once the trailer passes to the consumer that tongue weight is 100% their responsibility. (Scales are our friends.)
