It won't matter if you can tow it or not. Your 2500 won't handle the payload of a 16K RV. Pin weights of 3K are out of your Chevy's range. Will the engine and gears pull this down the highway? Sure, although a little slow up mountains. Look at the yellow sticker on the driver's door pillar and find the cargo capacity. Pin weight on your RV will be about 24-2800 pounds with nothing in the basement. 200 pounds of fuel, you and Momma and a couple kids 600 pounds....go from there.
3500 or better. Any idea that your truck could pull a 21K fifth wheel is so far out of the question it isn't even worth discussing.
